2.a Information about the organisation of the authority

Short description of the institute`s field of work The National Laboratory of Health, Environment and Food is the central and the largest laboratory for public health, dealing with hygienic and health ecological activities, environment protection problems, microbiological professional health and research activities and chemical analyses of samples of different kind.  In the laboratory, the services for governmental needs are executed, first of all for monitoring and official inspection and supervision from the competencies of the Ministry of Health and Ministry of Agriculture and the Environment, free capacities are offered to customers on the open market. In cooperation with other institutions in Slovenia and abroad, the NLZOH cooperates in national and international research, applicative and advisory projects.
NLZOH has 695 employees.
The NLZOH is managed by the Institute Director, and governed by the Institute Council. The professional activity is planned by the NLZOH, and considered and directed by the Institute Expert Council.
List of all internal organisational units The National Laboratory of Health, Environment and Food is organised into 5 centres and corporate professional services with a registered office in Maribor. It operates on 8 locations in Slovenia, namely in Celje, Ljubljana, Koper, Kranj, Maribor, Murska Sobota, Nova Gorica and in Novo mesto.

3. DESCRIPTION OF THE MEANS OF PUBLIC ACCESS TO OTHER PUBLIC INFORMATION

Direct access The direct access to the most important public information of the NLZOH is enabled over the official webpages: http://www.nlzoh.si.
An internet browser is needed for the browsing through our web pages.
Physical access: Prvomajska ulica 1, 2000 Maribor (from Monday to Friday from 10:00 to 14:00 hours).
Access on the basis of special request Informal request:
  • i.e. verbally, over the phone or through electronic media
If the demanded information does not contain protected information according to the Public Information Access Act, the NLZOH accedes to such requests and enables the information access to the applicant. An informal request shall not be considered as an application in an administrative procedure and the applicant has no possibility of filing a complaint according to the Public Information Access Act in connection with it.

4. BILL OF COSTS AND PRICE LIST

The access to the required information is free-of-charge, also free-of-charge is the transmitting of information under a total of 5 pages by phone, E-Mail and fax. The applicant for public information access is exempted from payment of material cost, emerging by transmission of public information (transcript, photocopy, electronic record, etc.) if they do not exceed 10 EUR (VAT included) except when the authority charges the material costs of information transmission together with the price of reuse.  When the information transmission costs exceed 83.46 EUR (VAT included), a down-payment can be demanded. After transmission of information the actual costs are charged for and the invoice is issued to the applicant. If the down-payment exceeds the actual material costs, the authority returns the exceeding amount to the applicant at the information transmission. The authority may decide on the method of payment of the information transmission costs for the applicant in fifteen days after the receipt of the invoice or may demand a down-payment. The bill of costs is drawn upon the basis of the Decree on Transmission and Reuse of Public Information (Official Gazette of the Republic of Slovenia, No. 76/2005 and further).

The bill of material costs for the reuse of public information If the NLZOH has to prepare or transmit the information to the applicant for reuse (partial access, copying and similar) and costs arise to the authority, the applicant can be charged for them according to the bill of costs for the public information transmission and reuse services.
In addition to the material costs, the NLZOH is allowed to charge an appropriate price for the reuse of the information for commercial purposes, except for the reuse for informing, provision of freedom of expression, culture and art and the information reuse by the media (Article 34a of the Public Information Access Act).
